The opportunity

We currently are seeking a highly motivated Manager Supply Chain Consultant to support client engagement teams, work with a wide variety of government clients to deliver professional services, and participate in business development activities.

Our SC&O team members provide insights into supply chain transformation. They cover sourcing, procurement, distribution and logistics, engineering, product service and delivery and End 2 End (E2E) supply chain. This team focuses on helping clients run their supply chains effectively in order to improve their organization's performance.

Our Focus Areas within Supply Chain:

Procurement: The Procurement Transformation practice is structured into three pillars: Procurement Optimization, Category Management & Strategic Sourcing and Total Supplier Risk. The Procurement: Optimization pillar focuses on procurement operating model design, Procure 2 Pay (P2P), supplier relationship management, technology optimization and procurement performance management.  Category Management & Strategic Sourcing provides spend analytics, category strategy, sourcing and contract management expertise. Total Supplier Risk creates visibility, evaluates and implements mitigation actions to risks throughout a client's supply base.

End 2 End (E2E) Supply Chain Cost Transparency: Identifying key cost drivers for Agencies to identify the total cost of their supply chain.  This cost basis will enable more informed decision making based on future cost impacts to a supply chain for a series of decisions.  E2E works closely with other EY service offerings such Finance to gain a complete picture of the supply chain costs. 

Your key responsibilities

As a Manager in GPS SC&O, you will be assisting clients transform their supply chain organization in areas such as:  Category Management & Strategic Sourcing, Spend Analysis, Procurement, Supply Chain Risk, and Cost Management. As a supply chain professional you'll work with high performing teams to provide insights into technical and business concepts of an organization's E2E supply chain. You will be challenged to go beyond assignment work to produce ideas and actions that can improve the quality and contribute to an engagement. An important part of your role will be to establish relationships with client personnel at appropriate levels and deliver high quality work products to enable the client in their supply chain transformation journey.  Specifically we are looking for Managers to: 

  • Establish, maintain and strengthen internal and external relationships
  • Identify potential business opportunities for EY, with guidance from partners, directors and senior managers
  • Develop proposal content (write technical sections of request for proposal / request for information responses); support in the development of thought leadership (white papers, points of view, etc.)
  • Effectively manage and motivate client engagement teams with diverse skills and backgrounds
  • Create innovative insights for clients and adapt methods and practices to fit operational team and cultural needs
  • Contribute to improving operational efficiency on projects and internal initiatives
  • Manage project schedules, drive projects to completion and confirm that work is of a high quality
  • Manage the financial aspects of engagements by organizing staffing and tracking project fees against budget and schedule
  • Report to higher levels of management when working on engagements
  • Anticipate, identify and mitigate risks, and escalate issues as appropriate
  • Develop people through effectively supervising, coaching and mentoring staff; help create a positive learning culture
  • Foster an innovative and inclusive team oriented work environment
  • Conduct performance reviews and contribute to performance feedback for staff
  • Contribute to people-related initiatives, including recruiting, retaining and training professionals
  • Stay abreast of current government and industry trends relevant to the client's environment
  • Demonstrate in-depth technical capabilities and professional knowledge
  • Remain current on new developments in advisory services capabilities and industry knowledge

To qualify for the role you must have
  • A Bachelor's degree in Supply Chain Management, Logistics, Industrial Engineering, or a related field and approximately five years of related work experience; or a master's degree  in Supply Chain or related field and approximately four years of relevant work experience
  • Minimum of four years relevant experience in providing advisory services to federal clients in supply chain and other operational areas that impact the supply chain function (e.g., assessments, supply chain strategy, distribution/logistics (inbound, outbound, return), inventory management, procurement and sourcing, lean-six sigma, sales and operations planning, cost reduction, etc.)
  • Minimum of two years relevant experience in preparing written or verbal materials, presenting project results to clients, leading a team, providing formal feedback
  • Knowledge and experience in a number of the following areas:
    • Procurement
    • Category Management
    • Strategic Sourcing
    • Spend Analysis
    • Total Cost of Ownership Analysis
    • Supplier Risk Management
    • Cost analysis, modeling and/or optimization
    • Cost-benefit analysis, business case analysis
    • Performance metrics and measures development
    • Benchmarking and gap analysis
    • Cost reduction or cost efficiency
  • Characteristics of a forward thinker and self-motivator that thrives on new challenges and adapts to learning new knowledge
  • A demonstrated record in driving revenue within existing clients and in developing new prospects at the senior executive level within government
  • Ability to work collaboratively in a team environment (and know when to lead and when to follow)
  • Experience managing staff on multiple projects and providing direction to team members
  • Experience in selling and delivering projects that cover the full lifecycle of assessment, design and implementation support
  • Excellent oral and written communication skills

  • The EY Government and Public Sector Practice's staffing model is to assign resources to projects aligned to the office within the metropolitan area you have been hired; however, in certain circumstances, travel may be required within and/or beyond your geographic region based on client and project needs.  For roles within the federal practice, the flexibility to travel up to approximately 30% is preferred. Within the state, local and education practice, the flexibility to travel up to approximately 80% is preferred.
  • Ability to obtain and maintain at least a secret clearance or higher, which will be driven by the engagement requirements
  • Demonstrated experience in business development
  • Due to the nature of our work in the Government and Public Sector, work may be required to be completed at client, EY and/or contractor sites. Our goal is to assign professionals to projects within a commutable distance of their work location office.  In certain circumstances, travel may be required beyond your work location based on client and project needs. Candidates should be willing to travel on average 25% to 30% or more in a hybrid environment.
Ideally, you'll also have
  • A Supply Chain certification such as Lean Six Sigma
  • An existing security clearance

  • We offer a comprehensive compensation and benefits package where you’ll be rewarded based on your performance and recognized for the value you bring to the business.  The base salary range for this job in all geographic locations in the US is $128,400 to $235,300.  The base salary range for New York City Metro Area, Washington State and California (excluding Sacramento) is $154,000 to $267,400.  Individual salaries within those ranges are determined through a wide variety of factors including but not limited to education, experience, knowledge, skills and geography.  In addition, our Total Rewards package includes medical and dental coverage, pension and 401(k) plans, and a wide range of paid time off options.
  • Join us in our team-led and leader-enabled hybrid model. Our expectation is for most people in external, client serving roles to work together in person 40-60% of the time over the course of an engagement, project or year.
