The opportunity
EY FSSE practice supports global EY client–serving teams with their Financial Sustainability and Spending Efficiency functions in Government and Public Sector (GPS), including multiple financial services, spend reviews, Non-oil Revenues, Procurement, Local Content and many other solutions across the MENA region.
Key responsibilities
- As a Senior Manager / Manager in FSSE solution, you are expected to work on Non-Oil Revenues with governmental entities, your key responsibilities include but not limited to:
You will be expected to lead, coach, train and mentor junior staff, and support their growth and drawing their career path
You will be working alongside senior management on financial sustainability and spending efficiency programs and will help drive the performance of client businesses through delivery of critical spending efficiency projects You will be expected to build and maintain positive, productive and professional relationships with clients and colleagues. You will be expected to have significant interactions with senior government officials or company management teams. You will supervise a team of professionals across different client engagements. Ensure delivery of quality work in line with our value proposition. Demonstrate technical competence in related domain. Oversee billing and collections.
- Identification of potential revenue generation opportunities in alignment with local policies
- Develop business cases and feasibility studies, including financial modeling to explore the viability of the opportunity and its impact
- Develop socio economical studies for the suggested revenue initiatives
- Detail implementation roadmaps, pointing all the potential risks and the mitigation plan.
- Manage development of public policies process and guidelines

To qualify for the role, you must have
- A Bachelor’s degree in Engineering, Economics, Business, Finance, Accounting or, MBA is a plus
- 6-10 Years of professional experience within the following areas:
- Non-Oil Revenues
- Feasibility & Socio-Economic Studies
- Financial and Spend Analysis
- Strategy
- Public Policies
- Data Analytics
- Previous consulting experience within governmental sector.
- Strong Knowledge and understanding of the Saudi Government Revenue Regulations
- Have a professional project management certification (PMP, Prince2, etc..) or a planning certification (CPE, AICP,etc..).
- Have managed at least one major workstream of the business design and/or implementation oversight
- Experience in managing proposal writing efforts, participating in pitches for consulting work
- Excellent communication skills (verbal and written). Arabic speaking is mandatory, fluency in English
- Have a strong Microsoft suite
- Professional experience within of the following areas:
- Government Procurement Cycle
- Change Management
- Law
- Have a professional procurement certification (CIPS, CSCP, etc..)
- Have a professional Change Management Certification (PROSCI, CCMP, etc..)
