About EY Financial Sustainability and Spend Efficiency (FSSE) Services
The EY Financial Sustainability and Spending Efficiency (FSSE) practice supports EY’s global client-serving teams in delivering comprehensive advisory services across the Government and Public Sector (GPS). The practice enables clients to strengthen their Financial Sustainability and Spending Efficiency functions through a wide range of solutions, including Financial Services, Spend Reviews, Non-Oil Revenue Development, Procurement Enhancement, Local Content Development, and other specialized offerings across the MENA region.
The Opportunity
The CAPEX Spend Efficiency Consultant is responsible for supporting organizations in planning, evaluating, and executing capital investment projects to ensure they deliver optimal value and align with strategic objectives. The role focuses on developing portfolio plans, conducting financial and feasibility analyses, preparing business cases, and supporting clients in making informed investment decisions. The consultant provides guidance throughout the project lifecycle—covering planning, financing, execution, and reporting—while ensuring strong governance, cost efficiency, and data accuracy. This position plays a key role in helping clients prioritize CAPEX initiatives, enhance project performance, and maximize returns on investment.
Key Responsibilities
- Conduct financial feasibility studies and business cases for capital projects, including ROI analysis and financial modeling.
- Assess investment options using tools such as sensitivity analysis, internal rate of return (IRR), etc.
- Support clients in prioritizing CAPEX portfolios based on strategic objectives, budget limits, and project value.
- Perform CAPEX project health checks, readiness assessments, and post-implementation reviews to evaluate performance and ensure alignment with planned outcomes.
- Plan capital projects by developing and updating 5-Year Portfolio Plans (5YPPs), reviewing project priorities, and explaining requirements and guidelines to clients.
- Prepare and review financing-related deliverables, including 5-case model studies (strategic, economic, commercial, financial, and administrative analyses), as well as drafting and reviewing RFPs, contracts, and procurement documents.
- Oversee capital project execution, ensuring effective project management, quality assurance, timeline monitoring, cost control, and identification of spending efficiency opportunities. Support cost optimization initiatives, value engineering reviews, and lifecycle cost assessments.
- Design evaluation criteria for CAPEX projects to support fair and transparent project assessment and investment decision-making.
- Prepare periodic reports as requested by the regulators such as EXPRPO, etc.
Qualifications
- A Bachelor’s degree in Engineering, Business, Economics, Finance, or Accounting, MBA is a plus
- 6 - 10 Years of professional experience within the following areas:
- Capital Projects, including Planning, Financing, Execution, and Reporting
- Financial and Spend Analysis
- Government Procurement Cycle
- Previous consulting experience in Big- 4 firms is a must.
- Strong understanding of EXPRO regulations.
- Strong understanding of the Saudi General Procurement and Tenders Law (GTPL)
- Relevant professional certificates are a plus (PMP, Value Engineering certificates: CVS, VMA, Financial Modelling, Better Business Cases- Foundation/ Practitioner, etc)
- Experience in managing proposal writing efforts, participating in pitches for consulting work
- Excellent communication skills (verbal and written). Arabic speaking is mandatory, fluency in English
- Have a strong Microsoft suite skillset.
