EU Institutions & Agencies Senior Manager – Business Consulting

At EY, we’re all in to shape your future with confidence.

If you are looking for a growth path in an international environment where your ideas truly matter, you are in the right place. At EY, you can shape your career and help build a better working world, together with those who are already transforming it every day.

Why join EY?

We asked our people what matters most to them. These are the key factors:

  1. Investment in future skills: from day one, access to events, tools and training on Artificial Intelligence, available to everyone;
  2. Continuous learning: more than 50 hours per year of technical and managerial training for each professional;
  3. Career development and progression: in the past 12 months alone, more than half of EY people achieved a career advancement;
  4. International mobility and opportunities, including the possibility to work remotely from abroad for up to 20 days per year outside of business travel;
  5. Hybrid working model, with no centrally fixed in-office days;
  6. A global network you can rely on.

To start with, we are looking for a Senior Manager with the following technical and personal capabilities, who can:

  • Lead end-to-end complex consulting engagements for EU Institutions and decentralised EU Agencies, ensuring excellence in delivery across awarded contracts and framework agreements;
  • Manage and strengthen relationships with senior stakeholders (European Commission services, EU Agencies and other institutional actors), acting as a trusted advisor;
  • Actively develop and reinforce networking within the European Commission ecosystem, contributing to EY’s institutional positioning and identifying follow-on and adjacent opportunities;
  • Oversee initiatives related to organisational design, governance, programme and project management, operational improvement and performance management in complex institutional contexts;
  • Ensure delivery quality, adherence to timelines and budget control, in full compliance with contractual requirements and EU regulatory frameworks (including EU Financial Regulation and annual/multiannual budget cycles);
  • Lead, coach and develop multidisciplinary consulting teams, fostering professional growth, methodological rigour and collaboration;
  • Contribute, when required, to business development and account development activities, with a focus on strategic positioning and client insight rather than operational bid desk tasks;
  • Support the development of service offerings, assets and best practices related to EU Institutions and Agencies, promoting their adoption within the practice.

The skills we are looking for:

  • Master’s degree in Economics, Political Science, EU Studies, Public Policy, Management Engineering, Law or related disciplines;
  • At least 10–12 years of experience in management consulting or public sector advisory, with a strong focus on EU Institutions and/or decentralised EU Agencies;
  • Proven background in structured consulting environments (Big 4, Tier 1 or specialised EU advisory firms);
  • In-depth knowledge of the EU institutional environment, including governance models, decision-making processes, EU Financial Regulation, budget lifecycle and internal control systems;
  • Strong track record in senior stakeholder management and leadership of complex, multi-stream engagements;
  • Excellent command of English, both written and spoken (C1/C2 level).

The ideal candidate also demonstrates:

  • Excellent communication, influencing and institutional representation skills;
  • Leadership, strategic mindset and results orientation;
  • Ability to operate effectively in complex, multi-stakeholder environments;
  • Entrepreneurial attitude and strong networking orientation;
  • Flexibility, resilience and problem-solving capability.

At EY you will be able to:

  • Accelerate your skills through future-oriented development programmes and the use of advanced technologies and AI-enabled tools (Copilot365, EYQ, Power BI);
  • Broaden your horizons by working in international teams and leveraging a global professional network;
  • Be at your best, supported by a structured career path and a dedicated Counselor from day one.

You will also have the opportunity to:

  • Access a wide range of benefits and corporate welfare programmes;
  • Participate in leadership development programmes at national and international level.

At EY, we believe that each individual brings something unique:

Your experiences, ambitions, and perspectives help create an environment where everyone’s uniqueness becomes our collective strength. We foster an inclusive culture where all voices are heard and valued: Together, all in. We value every form of uniqueness—including age, gender, abilities, experience, culture, sexual orientation, religion, disability, and socio-economic background—and we ensure that all our opportunities are also open to people with disabilities, in line with Italian Law L.68/99. To offer you the best possible candidate experience during the recruitment process, we invite you to let us know of any needs or support you may require.
