The Government and public sector transactions services is part of EY's Government & Public Sector (GPS) Services which is a network of highly skilled professionals from assurance, tax, transaction and advisory services, devoted to serving the government and public sector organizations and institutions. 

The practice combines private sector leading practice with an understanding of the public sector’s diverse needs, focused on delivering improved public services. Government and public sector transactions services, sits under EY’s Transaction Advisory Services practice, a market-leading, multi-disciplinary team, working with leading businesses across a range of industries. This practice is in a unique position to deliver implementable strategies given the firm’s sector depth, transaction perspectives, and operational insights. 

The practice provides experience working with various sectors such as, Transport, Social & Health care, Education, Urban & Infrastructure, Economic Development Advisory , Water waste & Sanitation, Power & Utilities and Public Finance & Management.


SaT - TCF - Infrastructure Advisory :

Strategy and Transactions enables clients to reimagine ecosystems, reshape portfolios and reinvent for a better future. We help corporates, private equity, governments, sovereign wealth funds, private and family businesses, and educational institutions with their key financial issues. Your key responsibilities

Technical Excellence

 

  • A. Formulation of Investment Promotion Strategy i. Engage with the department and other stake holders to understand their vision for attracting investments, in terms of focus sectors, focus countries, quantum of investment etc. ii. Study IPAs across States and countries to understand best practices and identify initiatives that can be implemented in State. iii. Design and develop an investment promotion strategy/ program and annual action plan. iv. Preparing a stakeholder engagement strategy to help ensure that all important stakeholders are properly consulted and have sufficient buy in. B. Analysis, benchmarking and identification of focus sectors for the State: i. Identification of focus Sectors for investment in the State. ii. Identifying the problem areas and devising solutions including need for common infrastructure facilities for the sectors / industries in the State. iii. Prepare a shelf of project profiles in focus sectors (containing sector, project that can be set up, land requirement, suggested location, proposed capacity, project cost with cost break up, power and water requirement, infrastructural requirements etc.) for prospective investors. iv. Formulation/compilation of sector wise or industry wise incentive packages in addition to existing industrial policy of the State for attracting investments. v. Assist in designing project specific MoUs/ Investment Intentions document/ Strategic Partnership document. C. Lead generation and grounding: i. Conduct regular research to identify and compile a database of potential national and international investors in all the potential sectors and sub-sectors. ii. Map sector-wise key trade bodies, business associations, trade counsels in embassies and other important businesses and their key contacts in the major countries like USA, UK, Israel, Korea, Japan, Taiwan, France, Germany (indicative list) for regular cooperation iii. Conduct research on a continual basis to identify potential target companies who are looking to invest and expand in the region and who should be targeted to promote and invest in the State. iv. News tracking which will include tracking of news for updates and leads. It is expected that a fortnightly report on analysis of various sectors for attracting investment and investment leads investment investors to be submitted based on news tracking. v. Assist in shortlisting investment companies and aid departments in arranging discussions with investors and providing guidance and support to investors throughout the process. vi. Arranging meetings with prospective investors having large investment intention vii. Create and maintain a MoU tracking system/Lead monitoring tool for facilitating department in tracking, monitoring and follow-up of potential leads. Support in executing MoUs virtually. viii. Coordination for conversion of leads generated by agency. ix. Assist in grounding the investment intentions and leads and support in aftercare of grounded investments. D. Policy Advocacy: i. As-is analysis of existing policy to identify gaps and improvement areas. ii. Policy benchmarking with respect to new / amended domestic and international policies related industrial sectors. Submission of analysis and quality recommendations in terms of new incentives, emerging needs and best practices for focus sectors of the State. Identify bottlenecks and gap areas in sectors where immediate policy interventions are required. iv. Assist in drafting Policies, Schemes, Rules v. Stakeholder consultations for drafting policies as and when required. E. Knowledge Creation and Management: i. Identifying the basket of existing, upcoming and potentially investible projects and opportunities across focus and sunrise sectors based on market intelligence (secondary and primary research) ii. Prepare a database of all industrial parks in the State along with existing industries. iii. Create the State, select District/ Regional profiles for development of an investor guide. iv. Preparing and maintaining a database of all-important studies, reports, etc., on the state rankings, investment climate, etc., relevant for the investment promotion activities of State Nodal Agency. v. Prepare speeches/ talking points, presentations, notes, reports, knowledge papers, analysis on any reports. vi. Support in providing concept papers related to economic development, technology development and any other subject. vii. Creation of news letter containing recent developments in the State, national and international level F. Promotional/Branding Activities: Conclaves/Conferences/ promotional events/Road Shows/Webinars i. Preparation of a plan for organizing regular Conclaves/conferences/seminars/webinars at Regional and national level for promotion and branding ii. Assist in organizing the conclaves/conferences/seminars/webinars and participation in events of national and international repute. iii. Develop event calendar and assist in participating in various events of national and international importance collaborating with Indian / Foreign embassies, chamber of commerce and business councils. iv. Assist during visit of National/International delegations in and out of the State. v. Prepare post event reports. vi. Support in digital and social media management including updating website and social media content on continuous basis during the project period. vii. Prepare content for promotional and publicity material such as general or sector/ department- specific presentations, brochures, marketing collaterals such as sector profiles, region profiles, man-power and other costs, state competitiveness profile, investor guide, project profiles, infographics, newsletters, etc., viii. Coordinate with the website developer for developing user friendly interactive platform, preparation of knowledge content (like incentives and concessions included in various policies, availability of infrastructure, tracking investors and resolution of issues etc.) G. Global Investor Summit i. Formulation of strategy and road map to conduct Global Investors Meet ii. Devise summit agenda, activities and structure. iii. Undertaking activities for assisting the Department for the overall coordination of the Global Investors Summit. iv. Designing the event flow, theme & topics, preparation of background paper on each session, identification of speakers, etc. Identification of invitees from the Government functionaries from India and abroad, Captains of Industry, key decision makers, Diplomatic Corps, Trade bodies, Industrialists, etc., for the events. vi. Prepare documentation/briefing notes for all investment meetings from the preparation stage till the conclusion including minutes and follow-up points, and follow-up for every meeting/event/summit in India and abroad. vii. Preparing a post-event summary and follow up action plan. H. Ranking Frameworks i. Assist the Department in compliance and comprehensive documentation submissions for industrial development and investment promotion announced by Invest India from time to time. Rankings such as IPA ranking, Industrial Park Ranking System, Electronics Manufacturing Cluster Ranking System, LEADS and other important ranking frameworks. I. Support in identification and implementation of Government of India Schemes i. Mapping of relevant schemes launched by Government of India from time to time. ii. Prepare documents, proposals, responses, collect data, consult stakeholders. iii. Support in preparing and submitting proposal for implementation of relevant schemes launched by DPIIT and other relevant Ministries of Government of India.
