The Government and public sector transactions services is part of EY's Government & Public Sector (GPS) Services which is a network of highly skilled professionals from assurance, tax, transaction and advisory services, devoted to serving the government and public sector organizations and institutions.
The practice combines private sector leading practice with an understanding of the public sector’s diverse needs, focused on delivering improved public services. Government and public sector transactions services, sits under EY’s Transaction Advisory Services practice, a market-leading, multi-disciplinary team, working with leading businesses across a range of industries. This practice is in a unique position to deliver implementable strategies given the firm’s sector depth, transaction perspectives, and operational insights.
The practice provides experience working with various sectors such as, Transport, Social & Health care, Education, Urban & Infrastructure, Economic Development Advisory , Water waste & Sanitation, Power & Utilities and Public Finance & Management.
SaT - TCF - Infrastructure Advisory :
Strategy and Transactions enables clients to reimagine ecosystems, reshape portfolios and reinvent for a better future. Using our Capital Agenda framework, we work with clients to find answers to today’s toughest strategic, financial, operational and commercial questions. We help corporates, private equity, governments, sovereign wealth funds, private and family businesses, and educational institutions with their key financial issues. From portfolio review and capital allocation processes to financial planning analytics and decision support, we have the people, analytics and tools to better allocate capital. Our team helps clients manage their risk/return trade-offs to support them with better decision-making around financing and capital efficiency.

Your key responsibilities
Technical Excellence
- Sector Promotion & Strategy
- Develop and implement strategies to position the State as a preferred destination for investments in Chemicals and Pharmaceutical sectors
- Identify global and domestic investment trends, emerging opportunities, and policy enablers across: o Chemicals & Petrochemicals o Specialty Chemicals o Pharmaceuticals (APIs, formulations, biotech, medical manufacturing) Investor Outreach & Engagement
- Engage proactively with domestic and international investors, pharma companies, CDMOs, CROs, chemical manufacturers, and industry associations
- Facilitate investor interactions, site visits, and one-on-one meetings with government stakeholders
- Build strong relationships with existing investors for investment retention, expansion, and diversification (including pharma manufacturing and R&D facilities) Policy & Regulatory Support
- Provide inputs for policy formulation and regulatory reforms to enhance competitiveness in chemical and pharmaceutical sectors
- Support development of policies related to: o Pharma parks, bulk drug parks, API clusters o Chemical industrial zones
- Benchmark State policies with leading chemical and pharma hubs in India and globally Project Development
- Conceptualize and structure sector-specific investment projects, including: o Chemical clusters o Pharma parks / bulk drug parks / API hubs o Specialty chemical and formulation manufacturing zones
- Support bid process management and facilitate private sector participation in Chemicals & Pharma projects Research & Analysis
- Conduct detailed sectoral research including: o Supply chain mapping (chemicals & pharma) o Market assessment (APIs, formulations, specialty chemicals) o Competitive benchmarking
- Prepare: o Investment pitches o Sector profiles o Promotional materials for investor summits, roadshows, and global outreach campaigns ________________________________________ Coordination & Reporting
- Liaise with Government departments, regulators, industry chambers, pharma associations, and other stakeholders
- Provide regular updates, progress reports, and MIS inputs for monitoring investment pipeline across Chemicals & Pharma sectors ________________________________________ Core Competencies
- Strong domain expertise in Chemicals, Petrochemicals, Specialty Chemicals, Pharmaceuticals (APIs, formulations, biotech)
- Excellent communication, presentation, and investor engagement skills
- Strong analytical ability to assess sector potential and design growth strategies
- Ability to work in a cross-functional, fast-paced environment
