The Government and public sector transactions services is part of EY's Government & Public Sector (GPS) Services which is a network of highly skilled professionals from assurance, tax, transaction and advisory services, devoted to serving the government and public sector organizations and institutions. 

The practice combines private sector leading practice with an understanding of the public sector’s diverse needs, focused on delivering improved public services. Government and public sector transactions services, sits under EY’s Transaction Advisory Services practice, a market-leading, multi-disciplinary team, working with leading businesses across a range of industries. This practice is in a unique position to deliver implementable strategies given the firm’s sector depth, transaction perspectives, and operational insights. 

The practice provides experience working with various sectors such as, Transport, Social & Health care, Education, Urban & Infrastructure, Economic Development Advisory , Water waste & Sanitation, Power & Utilities and Public Finance & Management.

SaT - TCF - Infrastructure Advisory :

Strategy and Transactions enables clients to reimagine ecosystems, reshape portfolios and reinvent for a better future. We help corporates, private equity, governments, sovereign wealth funds, private and family businesses, and educational institutions with their key financial issues. Our team helps clients manage their risk/return trade-offs to support them with better decision-making around financing and capital efficiency.

Your key responsibilities

Technical Excellence

• Support in In-Situ slum rehabilitation and development of projects A. Preparing project structure and evaluate financial viability of project on PPP basis. i. Site and location analysis including evaluation of key attributes like accessibility & linkages, surrounding activity profile ii. To study Master Plans, zonal plans building bye laws, development control regulations, permitted land use and FSI at the site, rules for obtaining permissible FSI, etc. iii. Determination of Circle Rate as per SRO (Sub- Registrar Office)/ Local Development Authority of the area/ location concerned for each land parcel/ plot. iv. Suggest percentage of commercial & residential development in remunerative portion to optimize the return considering the construction cost and saleability. v. Assess viability of proposed project based on applicable regulations, block costs of development and market trend; Identification of the appropriate capital structuring, revenue model and cash flows, Project IRR and NPV. B. Preparing SOP and template for the Board for taking the projects to HPC meeting for its decision on carrying out In-situ slum rehabilitation of shortlisted jhuggi clusters and facilitating Board in preparing inputs required for approval in HPC meeting of Board. C. Support Authority in launch of the projects to be taken up for in-situ slum rehabilitation. D. Revenue augmentation and asset monetization i) Assist in the preparation of revenue augmentation strategies such as monetization of open spaces, built assets, advertisement rights, land monetization, etc., for multipurpose uses (e.g., parking, cultural events, exhibitions, marriages, etc.) across properties managed by various branches of Client. ii) Carry out a broad market assessment and formulate financial viability parameters to serve as inputs to the model. iii) Preparation of broad financial analysis based on the estimated project cost of the conceptual plan for the projects. iv) Propose relevant project structuring options in accordance with the above, covering options analysis, and review of implementation options. v) Preparing model template for leasing/ licensing of assets on PPP basis. vi) Assist in preparing proposals for getting funds available under different Central/State Govt. sponsored schemes. E. Support the department in onboarding of third-party agencies for execution of various operational works through preparation of bidding documents such Request for Qualification (RFQ) and/or Request for Proposal (RFP), and any other documents in accordance with relevant procurement guidelines. “Work Location & Schedule This role is aligned to Government & Public Sector (GPS) client engagements and may require working from client locations, based on project needs. The role may also require alignment with client working hours, including a six-day work week, depending on the engagement”.

• Master of Business Administration
• Post Graduate Diploma in Management
• Graduation (Any field)

Experience

• Project Management (6+ years)
