The Government and public sector transactions services is part of EY's Government & Public Sector (GPS) Services which is a network of highly skilled professionals from assurance, tax, transaction and advisory services, devoted to serving the government and public sector organizations and institutions.
The practice combines private sector leading practice with an understanding of the public sector’s diverse needs, focused on delivering improved public services. Government and public sector transactions services, sits under EY’s Transaction Advisory Services practice, a market-leading, multi-disciplinary team, working with leading businesses across a range of industries. This practice is in a unique position to deliver implementable strategies given the firm’s sector depth, transaction perspectives, and operational insights.
The practice provides experience working with various sectors such as, Transport, Social & Health care, Education, Urban & Infrastructure, Economic Development Advisory , Water waste & Sanitation, Power & Utilities and Public Finance & Management.
SaT - TCF - Infrastructure Advisory :
Strategy and Transactions enables clients to reimagine ecosystems, reshape portfolios and reinvent for a better future. Using our Capital Agenda framework, we work with clients to find answers to today’s toughest strategic, financial, operational and commercial questions. We help corporates, private equity, governments, sovereign wealth funds, private and family businesses, and educational institutions with their key financial issues. From portfolio review and capital allocation processes to financial planning analytics and decision support, we have the people, analytics and tools to better allocate capital. Our team helps clients manage their risk/return trade-offs to support them with better decision-making around financing and capital efficiency.
Whether clients are preserving, optimizing, raising or investing, our Connected Capital Solutions (CCS) are our five go-to-market offerings that help drive competitive advantage and increased returns through improved decision-making. Your key responsibilities
Technical Excellence
Economic Development & Urban Policy Expertise
Strong understanding of economic development principles, regional planning, and urban governance frameworks.
Knowledge of best practices in city-level economic development strategies, including industrial growth, investment promotion, and urban regeneration.
Ability to conduct sectoral analysis to identify growth drivers, priority sectors, and investment opportunities.
Strategy Formulation & Implementation
Experience in preparing medium to long-term economic development strategies, city competitiveness frameworks, and urban economic transformation plans.
Competence in designing actionable implementation roadmaps, policy recommendations, and monitoring frameworks.
Familiarity with PPP structuring and models for infrastructure and real estate development.
Research & Data Analytics
Strong quantitative and qualitative research skills to carry out economic assessments, demand–supply gap analysis, and benchmarking with peer cities.
Proficiency in preparing economic/financial models and impact assessments.
Ability to integrate GIS-based analysis for land use and infrastructure planning.
Investment Promotion & Stakeholder Engagement
Experience in designing and executing investment promotion strategies for urban authorities or state governments.
Ability to interact with multiple stakeholders—government officials, industry associations, developers, and financial institutions—for consensus building.
Experience in preparing investment portfolios, project profiles, and promotion collaterals.
Regulatory & Policy Simplification
Understanding of municipal and development authority regulatory frameworks.
Ability to recommend reforms for improving ease of doing business, transparent land allotment, and citizen-centric service delivery.
Project Management & Advisory Skills
Competence in managing large-scale development projects, tracking milestones, and ensuring deliverables.
Prior exposure to advising government agencies or urban local bodies.
Ability to design MIS dashboards for monitoring key projects and investments.
Communication & Documentation
Strong technical writing and documentation skills for preparing strategy reports, policy briefs, and presentations.
Ability to present complex economic and technical information in a clear and structured manner.
Proficiency in preparing investor-facing communication material.
Skills and attributes
To qualify for the role you must have
Qualification
Postgraduate degree in Economics, Urban/Regional Planning, Public Policy, Business Administration, or related field from a reputed institution.
Additional certifications in project management, investment promotion, or public policy (preferred).
Experience
5–10 years of experience in economic development, investment promotion, policy formulation, or urban development projects.
Prior experience working with Development Authorities, Urban Local Bodies, State/Central Government, or Multilateral Agencies.
Proven track record in preparing economic/urban development strategies, policy reforms, or investment promotion plans.
Experience in PPP structuring and large infrastructure/real estate projects is desirable.
