The opportunity
EY US is currently looking for qualified professionals interested in helping US federal agencies better manage their programs and projects. If you are looking to make an impact in how our government provides its services, then come join our team. This role must have experience with full end to end contacting experience, writing statements of work (SOW), preparing independent government cost estimates (IGCE), and creation of market research reports. Additionally, a full understanding of the Federal Acquisition Regulation (FAR) and other relevant contracting regulations.
Your key responsibilities
Our contracting specialist will work with Federal government clients to support and improve a broad range of Program Management (PM) operations, including integration, scope, time, cost, quality, human resources, communications, risk, procurement, and stakeholder management. You will have the opportunity to apply your contracting knowledge to meaningful and complex projects, while working with multidisciplinary teams and industry leaders.
- Supporting clients with full end to end contacting experience, including preparing writing SOWs, IGCEs, and creation of market research reports.
- Working knowledge of Gov’t contract types (e.g., FFP, CPFF, CPIF, IDIQ, BPAs) and acquisition strategies (e.g., Full & Open, Small Business Set-Aside)
- Experience developing CLIN structures, converting technical requirements into executable and logical frameworks and statements of work.
- Work in a collaborative environment with various project teams to support the mission and its components.
- Act as a trusted client advisor, responsible for project delivery related to contracting projects.
- Lead multiple operational projects and teams in a collaborative team environment.
- Responsible for project scoping, planning, and tracking, on-time delivery, and high-quality deliverables and services.
- Meet financial objectives.
- Prepare and participate in client presentations and document creation.
- Provide advice, assistance and written recommendations on strategic initiatives and performance improvement opportunities.
- Assist in identifying key capability gaps and assist in developing recommendations to address these gaps.
- Coordinate with both internal and external stakeholders.
- Participate in development of proposals in support of new business development.
- Seeking opportunities to advance business acumen by learning from senior resources.
- Communicating the improvements from and helping implement EY US’ portfolio management and project management methodologies.
- Developing people through effective leadership, coaching, and mentoring of all levels of staff.
- Supporting people-related initiatives through competency brand building (e.g., recruitment, retention, training, competency development).
Skills and attributes for success
- Experience drafting and updating contract/procurement documentation, such as SOWs/PWSs and decision memos.
- Understanding of the FAR and ensuring regulatory compliance.
- Applied project management experience.

- Leverage industry leading practices and trends to provide valuable insights to clients.
- Assist with cultivating and managing business development opportunities.

- Develop relationships with team members across all EY practices to serve client needs.
To qualify for the role, you must have
- Bachelor’s degree
- 5 or more years of relevant professional work experience as a project manager and business analyst
- Ability to work in a high-demand, fast-paced environment
- 5 or more years supporting DHS components
- 5 or more years managerial and hands-on experience supporting the DHS components’ acquisition and investment management processes and associated deliverables
- Excellent communications skills, including verbal, written, interpersonal, and presentation
- Well-organized with a track-record of producing high-quality deliverables on time
- High level of proficiency in Microsoft Office applications (Word, Excel, and PowerPoint)
- Ability to obtain and maintain a federal public trust clearance or higher, which will be driven by the engagement requirements
The EY Government and Public Sector Practice’s staffing model is to assign resources to projects aligned to the office within the metropolitan area you have been hired; however, in certain circumstances, travel may be required within and/or beyond your geographic region based on client and project needs. For roles within the federal practice, the flexibility to travel up to approximately 30% is preferred. Within the state, local and education practice, the flexibility to travel up to approximately 80% is preferred.

- We offer a comprehensive compensation and benefits package where you’ll be rewarded based on your performance and recognized for the value you bring to the business. The base salary range for this job in all geographic locations in the US is $128,400 to $235,300. The base salary range for New York City Metro Area, Washington State and California (excluding Sacramento) is $154,000 to $267,400. Individual salaries within those ranges are determined through a wide variety of factors including but not limited to education, experience, knowledge, skills and geography. In addition, our Total Rewards package includes medical and dental coverage, pension and 401(k) plans, and a wide range of paid time off options.
- Join us in our team-led and leader-enabled hybrid model. Our expectation is for most people in external, client serving roles to work together in person 40-60% of the time over the course of an engagement, project or year.
