The opportunity
Government and Public Sector is one of the growth pillars of EY PAM (Portugal, Angola, Mozambique and Cape Vert), based on the believe that EY can effectively contribute for the moment of change this market is facing. We have then been reinforcing our GPS team with the best resources of the market, more specifically our executive team.
As Manager of the EY GPS team, we will be part of this strategic mission of growing EY’s presence on this specific market, helping our clients define and implement purpose-driven and sustainable growth strategies for the long-term.
Your key responsibilities
- Understand EY GPS growth strategy and actively contribute to its implementation and improvement.
- Understand Government strategies and transformation plans.
- Elaborate and manage the annual business plans for the selected clients.
- Manage account plan throughout the year, periodically.
- Understand EY offerings and map them to the clients’ needs.
- Understand clients’ power maps and build strategy based on it.
- Create strong relations with the C-levels of the selected clients and a link of trust between them and EY (i.e., Ministers and Secretaries of State, Directors General and Boards).
- Develop commercial activities that contribute to the accomplishment of the annual plan execution (i.e., commercial proposals, client meetings, events).
- Know the CCP - Código de Contratação Pública and be able to prepare commercial proposals based on it.
- Lead, contribute and review commercial proposals (technical + financial).
- Support / lead go‑to‑market initiatives, client meetings and sector events.
- Build strong and trust relationships with the different service lines / competences and align to successful work / business development with our clients.
- Work close to EY’s project teams and collaborate closely to grow our presence and confidence level.
- Contribute to team productivity and motivation, with good communication and cooperation to guarantee the best results.
Skills and attributes for success
- Consulting background (delivery and/or sales). Public sector as preferred.
- Ability to build and maintain C‑level and senior civil servant relationships based on trust.
- Commercial and growth mindset.
- Good organization skills.
- Executive level written and verbal communication.
- Comfortable engaging with C-level stakeholders (i.e., Ministers and Secretaries of State, Directors General and Boards).
- Ability to coordinate and create trust relations with internal teams and manage common goals.
- Ability to work cross service line and cross geography, leveraging EY Portugal teams, EMEIA and Global GPS networks (e.g. Defense, Digital, Data, Cloud, AI).
- Focus on quality, technical rigor and results achievement.
- Professional responsibility, ethics and integrity.
- Dedicated, innovative, resourceful and able to work under pressure.
To qualify for the role, you must have
- Academic degree (licenciatura ou mestrado).
- More than 5 years of experience in Consulting.
- Experience in the below topics for Public Sector clients: Digital transformation; Operating model redesign; Program and portfolio management; Policy implementation support.
- Strong understanding of government strategies, reform agendas, and transformation plans.
- (Preferred) Working knowledge of the CCP, including: Public tenders; Proposal structuring; Evaluation criteria; Contractual constraints and compliance requirements.
- (Preferred) Certifications on: Project / programme management (PMP, PRINCE2, IPMA); Change management; Digital / technology-related certifications relevant to public sector transformation.
- Availability to travel for business development activities.
- English proficiency (preferred).
