Senior Technology Delivery Manager (Senior Level)

 

We are seeking a seasoned Technology Delivery Manager with more than 18 years of hands-on experience in orchestrating large-scale technology transformation programs. This pivotal role requires a leader adept at managing complex, high visibility programs at the intersection of technology and business domains especially in Government and Public Sector space, with a proven track record of client engagement including CXO and Board, stakeholder management, program governance and management, risk mitigation, and strategic execution. The successful candidate will not only ensure the delivery of transformative outcomes but also contribute to the broader business goals—including go-to-market initiatives—by championing innovation and operational excellence.

 

 

Position Summary

 

  • Program Leadership & Execution
  • Design, launch, and steer multifaceted technology transformation programs, spanning major business units and geographies.
  • Define clear program vision, objectives, and roadmap in alignment with organizational strategy and client needs.
  • Mobilize cross-functional teams, external partners, and vendors to drive program delivery and exceed expectations.
  • Lead program planning sessions, establish milestones, and ensure resources are effectively allocated.
  • Oversee daily management of program activities, ensuring adherence to timelines, budgets, and quality standards.

 

 

Client & Stakeholder Management

 

  • Build and nurture long-term relationships with clients, acting as a trusted advisor and primary point of contact for program-related communications.
  • Facilitate regular stakeholder meetings, workshops, and status reviews to ensure alignment and transparency.
  • Anticipate client needs, identify pain points, and proactively propose strategic solutions to maximize value.
  • Manage stakeholder expectations and contribute to change management plans to foster adoption and program success.

 

 

Governance & Compliance

 

  • Establish and oversee robust program governance frameworks, including steering committees, escalation paths, and decision-making processes.
  • Ensure compliance with industry regulations, data privacy laws, and corporate policies throughout program lifecycle.
  • Document governance activities, maintain audit trails, and prepare for internal/external reviews as required.
  • Continuously review governance structures for improvement and scalability.

 

 

Risk Management

 

  • Identify, assess, and mitigate risks at every phase of the program, encompassing technical, operational, financial, and reputational aspects.
  • Develop and maintain comprehensive risk registers, contingency plans, and escalation protocols.
  • Monitor risk indicators and report on risk status to senior leadership and clients, ensuring swift resolution of issues.
  • Foster a culture of risk awareness and proactive problem-solving across all program teams.

 

 

Program Success Enablement

 

  • Define success criteria in collaboration with clients and stakeholders, ensuring alignment with business objectives.
  • Set up robust measurement systems and feedback loops to track program impact and ROI.
  • Drive continuous improvement initiatives based on lessons learned, client feedback, and emerging best practices.
  • Recognize and celebrate program milestones to maintain team morale and stakeholder engagement.

 

 

KPI Setup & Tracking

 

  • Design and implement Key Performance Indicators (KPIs) tailored to program goals—including delivery, adoption, financial impact, and client satisfaction.
  • Develop dashboards and reporting tools to monitor KPIs in real time, providing actionable insights for decision-makers.
  • Conduct regular reviews of KPI achievement, identify gaps, and implement corrective actions as needed.
  • Report program performance against KPIs to executives, clients, and stakeholders with clarity and precision.

 

 

Reporting & Communication

  • Ensure regular, structured reporting on program status, risks, issues, financials, and achievements to internal and external audiences.
  • Prepare executive summaries, board presentations, and client reports tailored to audience needs.
  • Maintain transparent communication channels across all program teams and stakeholder groups.

 

 

Go-to-Market Initiatives

 

  • Collaborate with sales, marketing, and product teams to shape and execute go-to-market (GTM) strategies for Technology solutions.
  • Leverage program outcomes and client success stories to drive thought leadership, develop case studies, and contribute to business development efforts.
  • Engage with external partners, industry forums, and conferences to promote program achievements and organizational capabilities.
  • Identify market trends and opportunities to inform future solution offerings and partnerships.

 

 

Candidate Profile

 

 

Qualifications & Experience

 

  • Over 18 years of experience managing large-scale technology transformation programs, preferably in Government and Public Sector space.
  • Extensive experience in the Middle East North Africa region and ability to travel and stay for long periods of time with the client.
  • Demonstrated experience in client-facing roles, with a strong track record of stakeholder management at executive levels.
  • In-depth knowledge of governance, compliance frameworks, and risk management methodologies.
  • Proven ability to set up and monitor KPIs, prepare comprehensive reports, and drive continuous program improvement.
  • Experience supporting go-to-market strategies and business development initiatives in technology or consulting environments.
  • Relevant academic qualifications (Bachelor’s or Master’s degree in Computer Science, Business Administration, or related fields).
  • Professional certifications (PMP, PgMP, Agile, or equivalent) highly desirable.
