Bid Manager – Public Sector
Location: Katowice - 2 days in office / 3 days remote

The Bid Manager will work with cross-country and cross-service proposal teams to help respond to large government and public sector calls for tender for a multiple range of services involving different EY offices around the world. He/she will manage the entire proposal development process together with SME’s to ensure on-time delivery of compliant and compelling proposals, as well managing the submission of the final offer.
Your key responsibilities
- Act as the central point of contact on assigned proposals, lead the bidding process and coordinate end to end from qualification until submission;
- When needed, analyse the tender terms of reference to create proposal outlines and bid plan;
- Set internal deadlines, follow up on progress in a proactive manner, and support the work of the proposal teams;
- Act as a procurement specialist in terms of the formal requirements, quality and compliance expectations of the client;
- Collaborate with cross-functional teams, give guidance and interpretation of the tender requirements, and perform final reviews;
- When needed, research and gather information to include corporate information, service information and other standard proposal material;
- Guide or carry out the preparation of supporting evidences related to technical, financial, and professional capacity (collection and qualification of relevant project references and CVs);
- Consolidate the required administrative and legal documents for the tender and other general administrative tasks (facilitate contract follow-up, draft presentations, editing, layout);
- Support the identification and mobilization of internal and external experts;
- Communicate, as needed, with the client regarding requests for clarification or contractual aspects and with external consortium partners;
- Ensure compliance with internal EY procedures and standards and with requirements set by the client; liaise with legal department for the drafting of legal agreements.

- Capacity to handle multiple tenders simultaneously, assuring the deadlines are met and acting with a good degree of autonomy.
To qualify for the role, you must have
- A higher education degree preferably in business, technology, science, law, political studies or public services management;
- Minimum 3 years of professional experience in project management and/or bid management, within the public sector or consulting environment within distributed multicultural environments;
- At least 1 year of professional experience related to the coordination/preparation of public tenders;
- Understanding of public sector operations, and procurement processes, preferably within EU-related environment;
- Excellent written and spoken English skills.
- Familiarity with management tools such as Microsoft Office pack, MS Project, and other relevant software;
- One or more industry certifications: Prince 2, PMP, Agile PM, PMI-ACP, CSM/PSM, SAFe.
Ideally, you’ll also have
- Proficiency in additional European language(s);
- Experience working with international government agencies or public sector organizations, preferably with EU-related environment;
- Experience in working at consulting firms.
