Senior Associate - Government & Public Sector, Economics & Infrastructure Advisory | Hanoi Office

1. The Opportunity

We are looking for a Senior Associate to join EY Vietnam’s Government & Public Sector – Economics & Infrastructure Advisory team. You will support consulting engagements for government agencies, development partners, SOEs, investors, and other public-sector stakeholders. The role will focus on infrastructure development, economic and financial analysis, public finance, project finance, public investment, PPP, procurement, sustainability, and green economy-related advisory. 

2. Key Responsibilities 

As a Senior Associate, you will work as part of EY local and international teams to deliver consulting engagements in the Government & Public Sector space. Your responsibilities will include: 

• Conduct research, data collection and analysis on infrastructure, economic, financial, investment, regulatory and public policy topics. 

• Conduct economic and financial analysis for infrastructure and public-sector projects using financial models, analytical tools 

• Contribute to the preparation and delivery of reports, presentations  

• Conduct or support interviews, consultation meetings, workshops and discussions 

• Coordinate with other technical teams or consultants to develop deliverables to clients 

• Provide guidance and monitor assignments prepared by junior team members 

• Support day-to-day project management, including work planning, progress tracking, document management, logistics and administrative coordination 

• Assist in preparing proposals, and other pursuit materials 

3. Candidate Profile 

We are looking for a motivated, analytical and collaborative candidate who is interested in solving complex public-sector and infrastructure development challenges. 

3.1 Required Qualifications 

• Bachelor’s degree in Economics, Finance, Public Policy, Business Administration or related fields. 

• 3+ years of relevant professional experience, preferably in consulting, advisory, development programs, infrastructure, finance, investment, public policy, or related fields. 

• Understanding of economics, finance, investment appraisal, public-sector issues, infrastructure development, or development partner-funded projects. 

• Strong research, analytical thinking, problem-solving. 

• Good command of Microsoft Office, especially Excel, PowerPoint and Word. 

• Strong written and verbal communication. 

• Strong communication skills in both Vietnamese and English. 

• Ability to work effectively in teams, manage multiple tasks, meet deadlines and deliver high-quality outputs. 

3.2 Preferred Qualifications 

• Master’s degree in economics, finance, public policy, business administration, or a related discipline. 

• Experience working with or for public agencies, SOEs, international organizations, development partners, investors, financial institutions or consulting firms. 

• Experience in financial modelling, cost-benefit analysis, PPP, project finance, public investment management, policy review, stakeholder consultation or proposal development.
