The opportunity

EY Parthenon is looking for a Senior (Executive 1) to join our high-performing Decision Modeling & Economics practice, focused on high-impact work in the Government and Public sector.

Your key responsibilities

You are likely to spend your day-to-day working on strategic, operational, and financial questions for government and public sector entities, helping our clients deliver on their ambitions. The topics you are likely to work on are diverse including, but not limited to, public/municipal service delivery, growth & value creation (e.g., data monetization, revenue enhancement), economic development initiatives, advice on policy and/or market regulation, public–private partnerships & privatization, enterprise transformation, and data & analytics – to name a few. You will work closely with senior stakeholders to understand their priorities, co-develop practical solutions, agree on value and impact metrics, and deliver clear, actionable insights that support better decision-making.

 

You will make technical contributions to client engagements by conducting rigorous research, targeted analysis, benchmarking studies, and decision modeling across various domains. You will develop high quality deliverables—such as reports/papers/concept notes, slide decks, and operational, economic, and financial models— that translate complex issues into clear diagnosis and recommendations. You will also help ensure that our approaches are robust, evidence-based, and tailored to the unique context of the client.

 

You will manage small workstreams independently, deliver high‑quality outputs under tight timelines, and adapt to shifting client needs. In addition, you will also help to create a positive learning culture for junior team members and support their development.



Skills And Attributes For Success

Success in this role requires the ability to break down complex challenges, apply structured problem‑solving, and translate insights into practical recommendations that senior stakeholders can act on. Furthermore, you should be comfortable working with ambiguity, able to quickly develop hypotheses and test them through research, data analysis, and modeling.

 

You will also be required to take ownership of your career by obtaining regular feedback on a timely basis and keeping alert to learning and development opportunities. In addition, you'll actively establish and develop external and internal relationships, working with multidisciplinary teams and supporting junior team members, to help nurture a positive culture within the team.

Qualifications & Experience

  •  3-5 years of related work experience ideally in strategy/management consulting; or related fields.
  • Degree from a top-tier university; a bachelor's degree in business administration; economics; public policy; engineering.
  • Track record in delivering consulting engagements for government and public sector clients.
  • Excellent understanding of the financial and commercial aspects of government and public sector work.
  • Strategic problem solving with demonstrable analytical and structured thinking skills
  • Strong communication skills, presentation & storytelling
  • Can-do attitude, willingness to take the initiative, curiosity and desire to learn.
  • Possess technical skills relevant to government and public sector consulting such as:
    • Strategic planning & options analysis
    • Project management
    • Business case development
    • Benchmarking research
    • Market research & analysis
    • Modeling (operational, financial, economic)
    • Analytics (e.g., Excel, Power BI)
  • English & Arabic – working-level proficiency is a must.

Ideally you’ll also,

  • Have exposure to the MENA regional market, particularly GCC.
  • Have Master’s in a related field and/or professional certifications are a plus.
  • Be willing to travel to client site.
