Global Delivery Services refers to EY's worldwide network of service delivery centers. The GDS team plays an important role in EY’s strategy by ensuring effective support to EY’s growth agenda.

The Opportunity

We are seeking an experienced Senior Manager to lead Resource Management, Workforce Planning, and Talent Deployment across a strategic portfolio of managed services engagements. This leadership role will be responsible for driving workforce optimization, demand fulfillment, resource deployment, utilization management, hiring strategy, and capability development to support business growth and delivery excellence.

The successful candidate will work closely with Delivery Leaders, Account Leaders, Talent Teams, Experience Management, and Business Executives to align workforce supply with business demand, strengthen talent readiness, and ensure optimal utilization of resources across engagements. The role will provide strategic workforce insights, manage staffing risks, and drive continuous improvement initiatives to enhance workforce effectiveness and operational performance.

This is a high-impact role requiring a blend of workforce strategy, operational leadership, stakeholder management, resource planning expertise, and data-driven decision-making, with a strong focus on enabling sustainable business growth through effective talent deployment and workforce optimization.

 

Your Key Responsibilities

Workforce Planning & Demand Management

  • Develop and execute short-term and long-term workforce plans aligned with business growth objectives.
  • Partner with delivery and competency leaders to forecast resource demand, skill requirements, and capacity needs.
  • Drive proactive talent planning to ensure the right skills are available at the right time.
  • Monitor workforce trends and provide actionable recommendations to leadership.

 

Resource Deployment & Utilization

  • Lead resource allocation across engagements to maximize utilization and delivery outcomes.
  • Govern bench management processes and drive timely deployment of available resources.
  • Monitor utilization metrics and identify opportunities to improve workforce productivity.
  • Facilitate cross-competency and cross-geography staffing opportunities.

 

Talent Acquisition & Hiring

  • Collaborate with Talent and Hiring Managers to define hiring strategies and demand fulfillment plans.
  • Review and validate resource requirements, job descriptions, and hiring priorities.
  • Support lateral hiring, campus hiring, and strategic workforce expansion initiatives.
  • Track fulfillment KPIs including demand aging, time-to-fill, and hiring effectiveness.

 

Skills & Capability Management

  • Maintain visibility of workforce skills, certifications, and competency maturity.
  • Identify skill gaps and partner with Learning & Development teams to build capability roadmaps.
  • Support workforce transformation and future-ready skill development initiatives.
  • Drive certification and upskilling programs aligned with market and business demand.

 

Stakeholder Management

  • Act as a trusted advisor to Competency Leaders, Service Delivery Managers, Delivery Managers, and Business Leaders.
  • Present workforce insights, capacity forecasts, and resource strategies to senior leadership.
  • Manage escalations related to staffing, hiring, deployment, and workforce risks.
  • Build strong relationships across Talent, Operations, and Delivery teams.

 

Operational Excellence & Governance

  • Establish governance frameworks, dashboards, and resource management KPIs.
  • Monitor key metrics including utilization, bench aging, deployment velocity, demand fulfillment, and attrition.
  • Drive process improvements and automation across workforce management activities.
  • Ensure compliance with organizational workforce and hiring policies.

 

Team Leadership

  • Lead and mentor a team of Resource Managers and workforce coordinators.
  • Foster a culture of accountability, collaboration, continuous improvement, and customer focus.
  • Drive performance management, coaching, and career development within the team.

 

Leadership Expectations

This role is expected to operate as a strategic workforce leader, driving talent deployment, workforce optimization, and resource management excellence across the organization.

 

The Senior Manager will:

  • Lead the Resource Management and Workforce Planning agenda for assigned service lines, ensuring alignment between talent supply and business demand.
  • Influence senior stakeholders across Delivery, Account, Talent, and Business leadership teams to drive effective workforce decisions.
  • Shape workforce strategies and talent roadmaps, enabling scalable growth, capability development, and future-ready skills.
  • Coach and mentor Resource Management professionals, fostering a high-performing and collaborative team culture.
  • Build credibility as a trusted advisor and subject matter expert in workforce planning, resource deployment, utilization management, and talent strategy.
  • Represent the function in leadership reviews, workforce governance forums, hiring discussions, and strategic transformation initiatives.
  • Drive a data-driven resource management culture, leveraging workforce insights, capacity forecasts, and utilization metrics to support business growth and delivery excellence.

Qualifications

Required

  • Bachelor's degree in Business, Human Resources, Engineering, Technology, or a related discipline.
  • 15+ years of overall professional experience in Managed Services or Technology Services
  • 5+ years managing workforce planning, resource management, talent operations, or similar functions.
  • Experience working with large-scale delivery organizations and global teams.
  • Strong knowledge of workforce management tools and reporting platforms.

 

Preferred

  • Experience in consulting, managed services, or global delivery environments.
  • Certifications in project management, resource management, workforce analytics, or IT service management.
  • Experience with ProFinda, SuccessFactors, Power BI, or equivalent workforce management platforms.
