The opportunity

We are looking for a highly motivated IT Presales Consultant & Service Manager to support the expansion of our international Government & Public Sector (GPS) portfolio across Europe and global markets. The ideal candidate combines presales excellence, service-delivery oversight, and business development capabilities. You will work with international EY teams, government agencies, and publicsector organizations to shape large-scale digital transformation initiatives spanning eGovernment, public fi nance, justice, education, digital identity, cloud transformation, and national- scale platforms. This role requires strong communication skills, understanding of public-sector procurement, and the ability to translate complex technology solutions into clear business value for government stakeholders.

Your key responsibilities

International Business Development (Government & Public Sector)

• Identify new opportunities across EU institutions, national governments, agencies, and

international organizations.

• Support market development initiatives, go-to-market planning, and
• strategic account growth.
• Participate in client meetings, capability presentations, and solution workshops with

international stakeholders.

• Collaborate with EY teams across Europe to coordinate multi-country
• pursuits.

IT Presales & Solution Definition

• Lead or coordinate presales cycles for international GPS tenders, including RFPs, RFIs, RFQs,

and framework agreements.

• Analyze technical specifications, identify risks, and defi ne winning solution strategies.
• Work with architects, SMEs, delivery teams, and commercial teams to shape comprehensive

solution proposals.

• Prepare technical narratives, delivery methodologies, work plans, roadmaps, and value

propositions tailored to public-sector needs.

Proposal Management & Content Development

• Structure and manage end-to-end proposal deliverables to ensure compliant, high-quality

submissions.

• Drive the creation of technical content, service descriptions, governance models, SLAs/OLAs,

and implementation approaches.

• Facilitate reviews, consolidate inputs, and ensure clarity and consistency across contributions.
• Support oral presentations, demonstrations, and evaluation processes.
  Service Management & Client Relationship Support
• Oversee service delivery frameworks for ongoing public-sector engagements.
• Monitor SLAs, performance indicators, risk logs, issues, and client satisfaction.
• Coordinating with delivery leads to ensure smooth transition from presales to implementation

and operational phases.

• Support governance reporting, steering committees, and continuous service improvement

initiatives.
Cross-Functional Collaboration

• Work closely with consulting, technology, engineering, cybersecurity, and managed services

teams.

• Ensure proposals and services align with EY quality standards, delivery models, and financial

frameworks.

• Collaborate with international teams to leverage reusable assets, accelerators, and best

practices.

Skills and attributes for success

• Bachelor’s or master’s degree in engineering, Computer Science, Information Systems, Public

Administration, or related field.

• 5+ years of experience in pre-sales, service management, solution consulting, or public-sector

IT delivery.

Strong understanding of:

• Digital government platforms
• Public-sector processes, standards, and procurement
• Cloud and application modernization
• Enterprise architecture & integration
• Service management frameworks (ITIL or similar)
• Experience in RFP/RFQ management and proposal writing for government clients.
• Excellent communication skills, especially with senior public officials and international

stakeholders.

• Strong organizational abilities, attention to detail, and ability to manage
• complex multi-country pursuits.
• Ability to work effectively in international, multicultural environments.
