Job Summary

 

We are seeking a skilled and detail-oriented Data and AI Engineer with proven experience in implementing and aligning with the National Data Management Office (NDMO) standards of Saudi Arabia. The ideal candidate will be responsible for designing, developing, and maintaining scalable data pipelines and AI solutions while ensuring compliance with national data governance, quality, and protection frameworks.

 

Main Duties 

 

  • Extensive knowledge and experience in the field of data management, establishing Data management offices and artificial intelligence.
  • Preparing and supervising procedures and policies related to data management and its development.
  • Ensure data governance practices are embedded across all data lifecycle stages, including data classification, cataloging, quality, and sharing.
  • Preparing open data management policies, procedures, and programs, and ensuring their proper implementation.
  • Collaborate with data stewards and compliance teams to ensure adherence to SDAIA and NDMO regulations.
  • Develop and maintain metadata repositories and data catalogs in line with NDMO’s Data Catalog and Metadata Domain.
  • Implement data quality frameworks and monitoring tools based on NDMO’s Data Quality Domain.
  • Support data architecture and modeling efforts using best practices from NDMO’s Data Architecture and Modeling Domain.
  • Enable secure and compliant data sharing and interoperability across platforms and entities.
  • Contribute to the development of AI models that respect personal data protection laws and ethical AI principles.
  • Document and maintain technical specifications, data flow diagrams, and compliance reports.
  • Preparing and developing data management frameworks, policies, and related procedures, ensuring compliance, identifying data management-related risks, and reviewing new initiatives and projects that impact data and are being implemented.
  • Verifying the application of privacy controls at all stages of development and procedures by design to ensure privacy compliance.
  • Ensuring that all municipal data is classified according to the approved data classification policy.
  • Managing the development and implementation of data management programs, including the data catalog, data sharing, unified individual profile, and data monetization.
  • Facilitate enterprise information & data strategy development, opportunity identification, business cases, technology adoption opportunities, operating model development, and innovation opportunities. 
  • Maximize value derived from data & analytics by leveraging data assets through data exploitation, envisioning data-enabled strategies, and enabling business outcomes through analytics, data & analytics governance and enterprise information policy. 
  • Build credibility, set expectations, provide support, praise performance, encourage development, and genuinely care about each individual’s well being  
  • Collect and analyse business, reporting and data requirements, defining solution approach and designing Datasets   
  • Demonstrated leadership skills, including the ability to be an agent for positive change 

 

Required Qualifications

 

  • 4+ years of experience in data engineering or AI development roles.
  • Strong understanding of data governance framework, including:
  •   Data Governance
  •   Metadata Management
  •   Data Quality
  •   Data Architecture
  •   Data Sharing & Interoperability
  •   Personal Data Protection
  • Experience in Python, SQL, Spark, and cloud platforms (Azure, AWS, GCP, Snowflake, Databricks).
  • Experience with data cataloging tools (e.g., Collibra, Alation, Informatica) and data quality tools.
  • Familiarity with Saudi Arabia’s Personal Data Protection Law and its implementing regulations.

 

Preferred Skills

 

  • Certification in data governance or data privacy (e.g., DCAM, CDMP, CIPP).
  • Experience working with government or regulated sectors in Saudi Arabia.
  • Knowledge in designing AI governance and AI Center of Excellences
  • Knowledge of SDAIA’s Vision 2030 data initiatives.
